Tender (ITT) / pre-qualification technical response questionnaires

End-users in crisis zones literally have their lives at risk based upon the outcome of a procurement ITT/ITB process. Armoured vehicles price tags are high with 4 – 5 units very easily edging into a quarter of a million €/$ of funding. In many instances, there exists no realistic communication between the buyer and the boots on the ground end-user.

Receiving completed invitation to tender (ITT) pre-qualification technical response questionnaires; as well as armoured vehicle quotations need to be evaluated.

Particularly if the ITT in question has not been elaborate enough in explaining its specific requirements.

·       What can be interpreted as HD door hinges or reinforced pillars?

 

·       What can a “sufficient overlap” be classified as?

 

·       Certified vehicle built with the tested certified components? I.e. opaque and transparent materials for example?

       How can it be ascertained that these independently certified components are in fact integrated into the vehicle?

 

·       Why is it a common misconception even, that front-airbags will explode accordingly and in cohesion with the                         introduction of ramming bumper?

My aim is to offer my services to you the potential buyer or end-user, my insider-experience, to guide you through a potential armoured vehicle requisition request, and /or after delivery of actual armoured vehicles, and to assist you with maybe asking the right questions and interpreting information or data you have been given.

 

Without prior experience simply knowing what questions to ask or look for can be a subject on its own.

Armoured vehicle after sales assistance support:

Under normal circumstances after-sales support should follow on after purchasing the vehicle. Unfortunately, this does not always work out this way in reality. A straight-forward after-sales request from a field post can drag out into several weeks or months with many follow ups before any, if at all, action is taken by the responsible manufacturer or seller. A certain disconnect occurs when the one to two-year warranty period is over and then what? Vehicle designated VOR (vehicle off road) and sitting in the corner of a compound? I can assist with the chasing up and getting to the root of the inappropriate procedure.

 

Base vehicle supply:

The term “base” associated with the vehicle required to be up-armoured. Once again, support in finding the right reliable OEM supplier to source and find the best deals and options available on the international market.

 

Vehicle inspection & build armouring progress report:

After giving a supplier an award and confirming a contract, vehicles will enter a production process to be armoured. Obtaining accurate and straight-forward feed-back cannot (in many instances) be seen as a foregone conclusion. Although vehicles are built in a systematic fashion there are many factors in play as to the reasons why a late or non-delivery can take place as according to agreement. Many government procurement personnel have not set foot inside an armoured vehicle production facility and will not be encouraged or allowed to do so in some cases. Appraisal points are given based upon ticked boxes on invitation to bid (ITB) forms. Here I can provide assistance to make sure things is going the way they should be and report back with detailed information as to how things really are on the ground.

 

There are numerous potential scenarios whereby assistance and experience can be an asset to the buyer or security manager responsible for a fleet of armoured vehicles. We all learn from experience which also takes time. The service I provide is based upon my experience from the selling and armoured vehicle production side. I can assist first time buyers and newly appointed managers.

 

Repairs in the field support team:

In collaboration with after-sales support there will circumstances whereby armoured vehicle(s) will require hands-on repairs or inspections. A designated person shall be physically required to travel to the end-user location and get the vehicle up and running again. Or if need, be in a position to conduct and provide an analysis report. By nature the end-user location will be a precarious region to say the least. A majority of the original suppliers will side-step this request for various reasons. Assistance as well as coordination is something that can be offered on my part. Getting that armoured vehicle in a far away land back on the road again.

Extras, spares and technical solutions:

Which extras are really required on an armoured vehicle? Do the vehicle batteries really need to be housed in ballistic-steel boxes? Sagging door hinge fixes and advice, glass delaminating, replacement and supply. Reinforced payload rims, brake and suspension problems, defective A/C and window-lifters. Unlike a regular motor vehicle, these particular examples can be responsible for having an armoured vehicle off the road. A window that won’t close and an A/C system not supplying cool air have a different level of importance in a high risk security region.

 

Driver Training

I can assist in the coordination and organisation of professional armoured vehicle driver familiarisation which would incorporate armoured vehicle characteristics supplementary features.

Basic maintenance and care, what to do and what not to do. Fundamental driving skills, optimising direct and movement control, vehicle dynamics and handling, reaction to speed and steering. Further options; hostile environment security driver; Personal Security Detail (PSD).
